Depending on the document color mode (CMYK or RGB), the default color palette and the color tools in CorelDRAW (e.g., "Edit Fill" dialog) will appear with the corresponding color mode (i.e., CMYK document color mode will show the CMYK color palette as "Default Palette"):
The document-specific "Primary color mode" can be modified with all other color management options in the Color Management Settings (Tools menu > Color Management...):
