I switch scales within a drawing often. If I forget to break apart the scale, my final print will have the wrong size callout in it. A button to to lock the scale would be helpful.
I had this problem. Switch off 'Dynamic Dimensioning', and this will be solved.
I know how this feels. To solve in my workflow, set your dimensioning tool to non-dynamic as default, and you'll dodge this issue.
